As a part of implementation of the task of the Heads of the Central Asian states–founders of the International Fund for saving the Aral Sea with regard to the development of cooperation aimed at improvement of ecological and socio-economic situation in the Aral Sea basin, the IFAS Board meeting took place in Almaty on 3 December 2009 under chairmanship of the First Deputy Prime-Minister of the Republic of Kazakhstan, Member of IFAS Board U.E.Shukeyev with participation of the Board members from IFAS state-founders. The meeting was also attended by members of the IFAS Audit Committee, members of EC IFAS and heads of EC IFAS branches, representatives of Ministers of Foreign Affairs, Agriculture and Water, Energy and Mineral resources, Nature Protection of the Central Asian countries, embassy representatives of the IFAS state-founders in the Republic of Kazakhstan.

 

The Meeting participants considered issues on implementation of provisions of the Joint Statement of the Heads of IFAS State-founders, adopted at the Summit on 28 April 2009 in Almaty and the process of realization of the Program of actions on improving ecological and socio-economic situation in the Aral Sea basin for the period 2003-2010 (ASBP-2). Besides, the agenda of the Meeting  included issues on arranging meetings with donors on the problems of the Aral Sea basin in the framework of elaboration of the Program of actions in the Aral Sea basin for the period 2011-2015 as well as the issues related to implementation of the project “Regional Dialogue and Cooperation in Water Resources Management”, which is being realized by the Executive committee of IFAS together with the German Agency for technical cooperation (GTZ) with participation of IFAS regional   structures, including Interstate Commission for Water Coordination (ICWC) and Interstate Commission for Sustainable Development (ICSD), Basin Water Management Association (BWO) “Amudarya” and “Syrdarya”, scientific-informational centers of  ICWC and ICSD.

 

As a result of discussions the Plan of activities on implementation of provisions of the Joint Statement of the Heads of IFAS State-founders of 28 April 2009 was approved.

The Executive Committee of IFAS presented information on realization and sources of financing of ASBP-2. Then the participants of the Meeting had opportunity to be acquainted with the process of preparation of activities and main directions in elaboration of ASBP-3. The Action Plan for organization of the International Donor Conference, scheduled for the time of completion of elaboration of ASBP-3 was presented for approval.

In addition, the documents of the Meeting included the schedule and main activities of the project “Regional Dialogue and Cooperation in Water Resources Management”. It is planned that recommendations which were worked out in the process of integrated study of functioning of existing regional and river basin institutions will become a basis for elaboration of full and realistic ASBP-3, and in particular, effective institutional and legal framework of IFAS.
